asked whether the appointments recently made by the Welsh Insurance Commissioners of intelligence officers were made after examination or inquiry by the Civil Service Commissioners; whether such examinations or inquiries are to be held for future appointments; and whether syllabuses of the examinations, if any, will be printed and published?

Mr. MASTERMAN

The two posts of Intelligence Officers were filled by selection, after advertisement, by the Welsh Insurance Commissioners who were assisted in their selection by a Civil Service Commissioner. It is not anticipated that further appointments as Intelligence Officers will be necessary. With regard to appointments to be made to the Outdoor Staff, I would refer my hon. Friend to the White Paper recently laid (Cd. 6231).

asked whether the appointments of auditors under the National Insurance Act will be made as the result of examinations by the Civil Service Commissioners; when syllabuses of the examinations will be published; and whether candidates from Wales will have to come to London or will be able to sit for the examinations at a centre in Wales?

Mr. MASTERMAN

The appointment of auditors under the National Insurance Act will (except in the case of the Chief Auditor, and of such of the Inspectors of Audit and District Auditors as possess adequate professional qualifications) be made upon the result of examinations, by the Civil Service Commissioners, of such candidates as are recommended by the Selection Committee. The subjects of examination are set out in the two reports of the Interdepartmental Committee on the Appointment of Audit staff, which have been laid before Parliament (Cd. 6232 and 6243), and a list of such subjects will be given to each applicant interviewed by the Selection Committee. Candidates from Wales will be examined at a centre in Wales, but it will be necessary (on grounds of urgency) that candidates for the posts of Inspector of Audit and District Auditor should be interviewed by the Selection Committee in London.
