Captain CLAYasked the Chancellor of the Exchequer whether he will include members of the Central Association of Accountants amongst those who are qualified for appointment as auditors under Part I. of the National Insurance Act, in view of the fact that members of the Central Association have to convince the council of that body that they are qualified to act as accountants, or must pass an examination as exacting as that of either the Institute of Chartered Accountants or the Incorporated Society of Accountants and Auditors?
§ Mr. MASTERMANDue weight will be attached to such qualifications as those mentioned in the question, provided that such qualifications are combined with one or more of the qualifications specified in the notice inviting applications for the appointments in question. But the Treasury would not feel justified in regarding membership of the association referred to as of itself a sufficient qualification for appointment.
