Sir GILBERT PARKERasked the President of the Board of Trade whether he will redraft Clause 19 of the Pilotage Bill, which he has stated is extremely limited in its exceptions to the operation of Section 73 of the Merchant Shipping Act, 1906, so that it may be properly interpreted by all the interests concerned?
