§ Mr. McKENNAThe annual judicial statistics give full particulars of the number of persons arrested and the number of charges dismissed by the magistrates, but I need scarcely point out to my hon. Friend that the dismissal of a charge does not by any means necessarily imply that the prisoner was arrested in error or has been found to be innocent.
