§ Mr. WHELERasked the First Lord of the Admiralty whether carpenter ratings—i.e., carpenter's crew and leading carpenters—have been refused advancement to shipwrights; and, if so, whether the order is likely to be cancelled?
§ Dr. MACNAMARAAdvancement of leading carpenter's crew to shipwright is not automatic, but depends on vacancies. As there had been no vacancies for some time a number of advancements were specially authorised by the Admiralty last August in order to relieve the block in promotion. Up to the present date twenty-four such advancements have been made.
