MARQUESS Of TULLIBARDINEasked the Chancellor of the Exchequer whether new regulations under the National Insurance Act will be issued to deal with the case of ploughmen and other agriculturists who, having contributed for a period of under five years and who are forty-five years of age, will be obliged to pay more than 7d. a week or lose the benefits they have paid for if they take a small holding and become their own employers; and, if so, whether the benefit of such regulations can be extended to those who have subscribed for over five years and who are now allowed to come into the scheme on the payment of 7d. a week?
