§ Mr. McKENNANo, Sir. As I have already stated, the objections which were made to the draft Regulations have, in pursuance of the Act, to be referred to a Referee for inquiry, and the inquiry has not yet been held. The appointment of the Referee rests with the Reference Committee, under Section 117 of the Act.
