§ Mr. HERBERT SAMUELThe use of single cards as reply post cards is open to (ho objection (hat the presence of two addresses and two postage stamps on each card would tend to impede sorters and other officers in dealing rapidly with such cards in the post, and would involve risk of missending. Further, if such cards, when first posted, were put through the electric date-stamping machines which are now widely used, the stamps for reply would as a rule be prematurely cancelled. I do not see my way, therefore, to issue such cards.
