§ Mr. MASTERMANThe answer to the first part of the question is twenty-one and sixty-five respectively; to the second, 188; to the third, six; all of whom have been appointed to the Accountant-General's Office. I may remind the hon. Member that under the terms of Clause 45 of the Order in Council of 10th January, 1910, such promotions can only be made on grounds of special merit and on a certificate to be granted exceptionally.
