§ Mr. HERBERT SAMUELSome 5,000 letters have been damaged by injurious or76W inflammable substances, but not a single letter is known to have been destroyed. With respect to all of them, except thirteen letters and seven postcards the sender's address on which was rendered illegible, my officers have succeeded either in forwarding them to their destination or, if the addresses were undecipherable in returning them to the sender's address, if any was given. A small number of letters and postcards remain in the Returned Letter Office awaiting inquiry. One offender was convicted at Manchester on the 22nd November, but there have been no further apprehensions.
