Mr. NEWMAN

asked the Chief Secretary whether his attention has been drawn to an article appearing in a journal called "Sinn Fein, "and published in Dublin on the 23rd ultimo, and pointing out the impossibility of the Irish nation overcoming England on Irish soil as long as this country retains command of the narrow seas, but that a method will be found by making England and not Ireland the battleground, and that an attack from inside on London, loosing the forces of disorder at the heart of the Empire, will be the physical force tactics to be adopted by Ireland; and whether he will submit the article in question to the Law Officers of the Crown with a view to the suppression of the journal "Sinn Fein."

An article did appear in an obscure newspaper published in Dublin containing a statement to the effect mentioned in the question, but it is not intended to advertise that publication by taking proceedings.
