asked the Chancellor of the Exchequer what will be the position of curates on stipends of less than £160 per annum under the National Insurance Bill; and, if they are employed persons under the Bill, who is the employer, and what contributions will have to be paid respectively?

Mr. LLOYD GEORGE

Whether such a person is liable to compulsory insurance depends on whether he is employed under a contract of service. If so employed the weekly rates of contribution are 4d. and 3d. respectively. If he is not under a contract of service he is entitled to become a voluntary contributor by paying 7d. a week if he enters insurance within six months of the commencement of the Act, and is below the age of forty-five, or, if at a later date, at a rate appropriate to his age.
