asked the Under-Secretary of State for War whether a non-commissioned officer who receives a commission after ten years' service in the ranks is compelled to lose the Territorial efficiency medal which he would have received in two years' time had he remained in the ranks; whether ten years' rank service is only counted as five towards the twenty years' commission service which must be put in to qualify for the Territorial decoration; and, if so, whether the Secretary of State would consider the advisability of granting the medal to all officers who have served in the ranks on completion of twelve years' service, and of allowing the medal to be exchanged for the Territorial decoration when the necessary terms and conditions have been fulfilled?

The reply to the first and second parts of the question is in the affirmative. As regards the last part of the question, it is not considered desirable to grant the efficiency medal to officers.
