§ Mr. BIRRELLThe Department of Agriculture, on consideration of the qualifications of the candidates, forwarded to the Committee of the Institute the names of six of the applicants, including that of the gentleman appointed, whom they were prepared to recognise. The question as to which of the six was most suitable rested with the Committee, and was decided by them.
