§ Mr. HERBERT SAMUELThe extra halfpenny stamp which has to be affixed to letters posted on steamers plying between Kingstown and Holyhead is a "late fee." The arrangement is similar to that made in respect of letters posted in boxes affixed to mail trains, and applies both to the City of Dublin and the London and North Western Railway Companies' steamers.
