§ Mr. HERBERT SAMUELThere are obvious risks in the delivery of stamps, which might be in such number as to be of considerable monetary value, by boy messengers in response to requests by telephone, the payment to be collected by the boys on delivery; and I do not think it advisable to establish such a system.
