As explained in paragraph 38 of the Annual Report of the Board some allowance must be made from the figures given under the head of applications for the difference between the estimated cost of proposed works and the grants applied for. The Board are unable to estimate the amount of that allowance, because in almost all cases the application is nominally for the whole cost of the proposed works, with a general indication in some cases that the applicants would be prepared to receive a proportion of the total cost.
