§ Mr. HERBERT SAMUELFull inquiry is made into all complaints of telegraphic delay and the circumstances are carefully investigated. I am informed that complaints are fewer now than they used to be; and, on the whole, the service is better, notwithstanding that from various causes there has been a great increase in the work during the current year. Where increase of force is necessary it is given, and it is a misapprehension to suppose that there is systematic understaffing.
