§ Dr. MACNAMARAThere are large numbers of naval officers who receive commissions and who do not pass through Osborne and Dartmouth, namely, accountant officers, medical officers, chaplains, and naval instructors. Further, provision is made in the King's Regulations and Admiralty Instructions for promotion from chief warrant rank and warrant rank to lieutenant without possibility of further promotion; and for promotion to lieutenant of warrant officers and chief warrant officers of exemplary conduct who may distinguish themselves by acts of gallantry and daring in the Service. The latter are eligible for promotion to the higher ranks in the Service.
