asked the Under-Secretary of State for War whether he will ascertain and inform the House how many Territorial troops of all arms, in their present state of efficiency and properly equipped, it would in the opinion of the general staff be necessary to have, able and ready to take the field on a war footing, in order to successfully resist the landing of and an invasion by a force of 70,000 highly trained Continental troops?
