Mr. STEPHEN COLLINS

asked the Secretary to the Treasury if he would state the average age and length of service of the junior clerks and minor staff officers who have been promoted in the Customs Statistical Office from the rank of assistant clerk; the average age and length of service of those assistant clerks who, when offered promotion to port clerkships on the ground of capacity to perform work of a different and higher type in the general service, declined the nomination; and if he would state by what means the latter were enabled in a comparatively few years to acquire the capacity to perform such work, and thereby to receive an offer of promotion to a grade superior to that of minor staff officer?

I can hardly endorse the suggestion in the last paragraph that capacity to perform higher work is a matter of experience rather than natural ability.
