§ Mr. HERBERT SAMUELThere is no statutory authority for the commutation of pensions granted to Civil Servants on retirement on account of old age, ill-health, or inefficiency. Pensions granted on retirement on account of abolition of office can be commuted on the recommendation of the Head of the Department in which the pensioner has served.
