§ Mr. BIRRELLI should be glad to get the Bill through its Second Reading any night, and have made numerous attempts to do so, but without success, owing to opposition. As I have already pointed out, a financial resolution will be necessary before the Bill goes into Committee, and this will afford an opportunity for a statement with regard to the objects of the Bill, which, however, are already known.
