asked the Prime Minister whether the fact that the arbitration proposals of the President of the United States have not yet been formally presented will necessarily preclude the subject being discussed in principle at the Imperial Conference; and, if so, whether he will state by what means, and to what extent, the Government proposes to consult with the other nations of the Empire on the matter of international policy affecting the whole Empire?

The answer to the first part of the question is in the negative. As to the second part of the question the usual means of consultation with other parts of the Empire are always open, and when proposals are under consideration His Majesty's Government will avail themselves of them to the extent which any proposals require.
