asked the Lord Advocate if the Secretary for Scotland will introduce an Amendment of the Congested Districts (Scotland) Act, such as will admit of land being provided for the landless cottars in the island of Lewis and other congested districts, and so arrest the depopulation of the Highlands?

As my hon. Friend is aware, such legislative proposals as he desires were contained in the Small Landholders (Scotland) Bill, which embodied the Government land policy for Scotland, and was rejected by the House of Lords. Under these circumstances the Government cannot give at the moment any undertaking as to when they will re-introduce their proposals.
