§ Mr. HOBHOUSEI have received a communication from the Board of Agriculture on the subject of the request of the gardeners at Kew Gardens, but I do not consider the case an appropriate one for reference to the Fair Wages Advisory Committee. It has frequently been explained that the remuneration allowed to the gardeners is of the nature of a subsistence allowance not wages in the ordinary sense of the term.
