asked the Secretary of State for Foreign Affairs whether his attention had been called to the delays and inconveniences caused to British ships entering or leaving Brazilian ports owing to the dilatoriness of the officials and their overbearing methods of performing their duties, and to the irritating nature of some of the regulations in force; and, if so, whether he will make representations to the Brazilian Government urging them to remedy the grievances complained of?

I am aware that difficulties have arisen and complaints have been made in the past in connection with delay and inconvenience, due to various causes, suffered by British ships in Brazilian ports; but I understand that various regulations which were felt to be irksome have been withdrawn. If any further case have occurred, and the Noble Lord will give me the particulars, I will inquire into the matter.
