GREYThe answer to the first question is in the affirmative, such a concession having been granted by the Ottoman Government many years ago, and having assumed its final form in the Baghdad Railway Convention of March, 1903. The commercial interests of British-Indian traders between Baghdad and the Persian Gulf are fully recognised by His Majesty's Government.
