asked the Postmaster-General why the postal authorities surcharge letters stamped with the new Bavarian jubilee stamps?

The new Bavarian jubilee stamps, to which the hon. Member refers, appear to belong to a series issued for the prepayment of postage on correspondence addressed to places within the German Empire only. Letters, etc., addressed to this country to which such stamps are affixed in prepayment of postage are treated by the Bavarian Post Office as unpaid, and are charged double postage.
