HC Deb 27 February 1911 vol 22 c177W
Sir JAMES YOXALL

asked the President of the Local Government Board, whether he has received from the Council of the city of Nottingham a resolution affirming that the inadequacy of control of the adult feeble-minded is a contributory factor of great importance in relation to crime, immorality, and to the problem of unemployment, and that this inadequacy of control seriously reduces the mean average of the health, the intelligence, the morality, and the physique of the race, and begging the Government to place in the hands of some authority, subject to such safeguards as may be considered advisable, the permanent control of these unfortunates; and whether it is his intention to propose legislation to the above effect?

Mr. CHURCHILL

The President of the Local Government Board has asked me to reply, and has sent me a copy of the Resolution. The subject is, in my opinion, one of the greatest social importance, and I hope to propose legislation this Session.
