Mr. BUXTONThe Payne Tariff came into force in the United States of America in August, 1909, and under it the import duty on cream was reduced from 2 cents per pound to 5 cents per gallon, equivalent to about one-fourth of the former rate. Since the date mentioned an important trade in cream from Canada to the States has developed, but I am not in a position to form any opinion as to the effect, if any, which this has had upon the prices of butter in Canada or the United States.
