§ Mr. RUNCIMANThe answer to the first part of the question is in the affirmative. With regard to the second part of the question, I am not prepared at present to make a definite statement. The matter is, however, being carefully considered. A report on the system has been received through the Foreign Office, and the Board have taken steps to obtain further information in regard to it by inquiry on the spot. The Board hope to receive a report in due course.
