The answer to the first part of the hon. Member's question is in the affirmative. The late Mr. Wilson Fox, as representative of the Board of Trade, explained the reasons which led to the adoption of the separate cost of living standard for Scotland in the evidence which he gave before the Parliamentary Committee.
