Mr. POINTER

asked the Under Secretary of State for the Colonies, whether he is aware that the officer administering the Government of British Guiana has on occasions provisionally appointed a consul or vice-consul of a foreign country to a seat on the Executive Council of the Colony; and whether this is a violation of the Constitution?

Mr. HARCOURT

In May last the Governor appointed provisionally to the Executive Council a partner in a local mercantile firm, who is also Consul for Italy in the Colony. I am not aware of any legal objection to the appointment.
