§ Mr. CHURCHILLNo concession has been granted by the Home Office. All I have done has been to refuse sanction to a bye-law which would have imposed new restrictions to be enforced by criminal procedure on the rights of recreation now enjoyed by the young in London. I would refer the hon. Member to the full explanation of the matter which I gave yesterday and the day before in answers to the hon. Members for North Islington and Maidstone.
