Mr. HALDANE

The shortages on the establishments are as follow:—Regular Army, 154; Special Reserve, 1,195; Territorial Force, 1,519. In the Regular Army ninety-five vacancies are in the infantry for which candidates are now available.

Captain BARING

asked whether any special steps were being taken to remedy the deficiency of 1,514 officers and 44,106 non-commissioned officers and men in the Territorial Force?

Mr. HALDANE

The responsibility for the recruiting for the Territorial Force rests with the County Associations, and they are taking the measures they deem expedient to recruit up to the establishment.
