asked the Home Secretary if it has come to his notice that the London and Provincial Prison Service desired to hold a representative meeting of their class in London; whether the Prison Commissioners have prohibited the holding of such conference; and whether the right of meeting together and federating for mutual benefit will be allowed to these civil servants?

Mr. CHURCHILL

Certain prison officers desired to convene a meeting at a hotel in London, at which persons unconnected with the prison service were to be present. The Prison Commissioners pointed out to them that such a meeting would be contrary both to Statutory Rule and to Standing Orders, but that meetings limited to members of the staff of each prison might be held, and that any representation addressed to the Commissioners or to the Secretary of State concerning the conditions of service would receive the fullest consideration. The action of the Prison Commissioners has my approval.
