asked the Postmaster-General whether the authorised time for the completion of the first delivery of letters in London town districts is 8.45 a.m. if so, will he state on whose authority such a late delivery has been sanctioned; and if he will take steps to accelerate the delivery, so as to avoid the inconvenience caused to business men who have to leave their homes before 8.45 a.m.?

The authorised time for the completion of the first delivery in London is 8.45 a.m. in the town districts and 8.30 a.m. in the sub-districts. These hours have been recognised for many years, and an acceleration could only be effected by excluding from the first delivery important correspondence which now falls into it, or else by employing a large increase of auxiliary labour, which I am not prepared to justify.
