asked if authority has been given by the Army Council to Army officers, accompanied by a policeman, to enter private stables and take particulars of the horses without giving any notice or intimation of such intention to the owner?

Instructions have been issued that an officer is on no account to eater stables without having first communicated with the owner. There is no necessity for the officer to be accompanied by a policeman, and no authority was issued by the Army Council to this effect.
