Mr. SNOWDEN

asked the Chancellor of the Exchequer if he will undertake that no discrimination is shown to particular Government offices in inviting applications for positions under the National Insurance Act; if he is aware that a circular on this question has been issued to certain Departments only; and will he say why all Civil servants were not given the opportunity of making applications?

My right hon. Friend has asked me to answer this question for him. The letter referred to was sent by the Secretary of the Board of Trade in the first instance to the heads of the larger Government Departments, but it has now been sent to them all.
