asked the Secretary to the Treasury with reference to the unpublished portion of the correspondence on the subject of the use of Kingstown Harbour by the vessels of the London and North Western Railway Company, if he will say whether the late Secretary to the Treasury promised on 4th May, 1908, that the correspondence would be printed during that week, and that the correspondence up to that time was so printed with a note undertaking that when completed and the negotiations concluded the remainder would be published; and whether, in these circumstances, he intends to persist in his refusal to publish the remainder of the correspondence?

Two papers containing respectively "correspondence relating to the arrangement made in 1898 for the acceleration of the Irish Day Mail Service and the revision of the same in the present year" and "correspondence relating to the use of Kingstown Harbour by the vessels of the London and North Western Railway Company" were presented to Parliament in May, 1908 (Cd. 4025 and 4026). The first paper contains a note, "Correspondence is still proceeding with the London and North Western Railway Company on the subject of the above proposals, but it is not desirable to publish it until the negotiations are concluded." The second paper, which appears to be that to which the hon. Member refers, contains no note of the kind suggested.
