asked the Secretary to the Treasury whether the United States has joined the International Council for the Exploration of the North and neighbouring seas?

I have been informed that the United States Government contemplate adhering to the International Council for the Exploration of the Sea. I do not understand, however, that they have yet done so.

asked the Secretary to the Treasury whether it is intended or expected that any grants of money should be made by the Development Fund Commissioners for purposes other than the development of national resources; and whether, for example, the funds granted to the International Council for the Exploration of the North and neighbouring seas will be supplemented by grants from the Development Fund?

In the Development and Road Improvement Funds Act, 1909, the purpose of the Development Fund is stated to be "the economic development of the United Kingdom." No advances could be made from it for any purpose which would not reasonably fall within, those terms.
