asked the Under-secretary of State for War (1) whether it is to be understood that for purposes of collecting the census of, and classifying, horses in Ireland the aid of the members of the constabulary is entirely eliminated; that where the word police occurs the words Lord Lieutenant are to be understood; and (2) if he will

state why, if the general officer commanding places the proper officers at the disposal of the county associations for the purposes of horse census, it is necessary for the general officer to ask for authority himself to take it; who is responsible that it is carried out; if the general officer commanding, why should he place his subordinates at the disposal of the county association; if the county association, why should it delegate its authority to the general officer commanding over whom it has no control?
