§ Colonel SEELYA resolution to this effect was received in July last, and my hon. Friend has been good enough to send me a copy of it also. The whole question has been fully considered, and the conclusion reached is that the existing system of the supply of goods to regimental institutes in the Army is the best that can be devised, having regard to the interests of military efficiency, which is the chief object in view.
