§ Mr. HOBHOUSEMr. H. E. Dale, who has been appointed secretary to the Development Commission, entered the Civil Service in 1898 as a clerk in the Colonial Office. The salary of the present post is £1,000 a year. Mr. Dale had a distinguished academic career, and I am satisfied that he is well qualified to be the secretary of the Commissioners.
