Mr. SHEEHAN

asked the President of the Board of Trade whether any action has been taken by his Department in reference to the complaints of Thomas Donovan, 39, St. Finbarry Road, Cork, regarding his treatment as fireman on board the ss. "Strathearn"; whether he is aware that the discharges of this man have been detained; and, seeing that they are necessary to his obtaining future employment, will steps be taken towards securing that they are returned forthwith to him?

I have inquired into this case, but as no infringement of the requirements of the Merchant Shipping Acts appears to be involved, I regret that I am not in a position to take further action in the matter. Donovan's discharge book is in the custody of the Registrar-General of Seamen, to whom he should apply for its return.
