§ Mr. HERBERT SAMUELThe reason is that the units of work at Liverpool number 7,126, while at Birkenhead the number is 559. The scales of pay have been fixed in accordance with the recommendations of the Select Committee on Post Office servants in paragraphs 258 to 261 of their Report.
