asked the President of the Board of Trade whether the Legislatures of Jersey and Guernsey have now passed the Bills for amending the law in regard to merchant shipping in the Channel Islands, upon which conferences have been going on for some time past between representatives of the Board of Trade and the insular authorities?

Mr. BUXTON:

Substantial progress has been made in the matter to which my hon. Friend refers, but the Board of Trade are still in communication with the Bailiff of Jersey on one or two important points which must be settled before steps can be taken to secure the passage of the contemplated legislation into law. I hope, however, that the matter will shortly be brought to a satisfactory conclusion.
