§ Mr. BIRRELLThe Estates Commissioners inform me that the owner is willing to sell the holding to the Commissioners at a price which they are willing to advance, but Barry disputes a right of way which an adjoining tenant has over the holding, and until Barry agrees to purchase subject to this existing right of way the Commissioners will not take any further steps with a view to his reinstatement.
