§ Mr. HALDANEThe most suitable armament and organisation for the Territorial Force and the circumstances under which it may be called upon to fight have already received, and will continue to receive, the earnest attention of the Army Council. While the value of the machine guns, under certain conditions, is recognised, it is not considered that they can take the place of Field Artillery.
